Three peas in a pod. Or should I say three T's in a pod. Terry, Tony and Tooter. The voters have to know if Tooter Robinett is elected, Terry Vann and Tony Aikens will be running the city. Robinett is just Aikens and Vann's gopher. Voters of Lenoir city better smell the roses. As awful as Brookshire is he doesn't hold a candle to the three T's. The choices suck.

REQUEST TO VOTING CITIZENS OF LENOIR CITY

As any government entity should, Lenoir City government need to be looking toward the future with the betterment of it's citizens in mind.  We presently have enough dark clouds hanging over us, thanks to some local government blunders, apparent lack of concern for what the voters who elected the officials want and also enough "in your face or because I can" politics to last a lifetime.  I am genuinely concerned about the upcoming local election to feel compelled to ask the voters to search their hearts, minds and certainly consciences before they cast a very, very important vote for Mayor of Lenoir City. 

I am not requesting votes for nor endorsing anyone- I am asking that the voting public NEVER TO VOTE FOR JOE SIMS, BUDDY HINES AND DON PACE.  Joe has been around a long time & has numerous supporters.  I, nor my family, can support him or his cronies Don Pace and Buddy Hines.  When those three began -as city council members, along with others-to try to commandeer all offices of Lenoir City government-it cost me dearly.  I lost my best friend and husband, Jake Chapman. Doctors confirmed to me that the enormous amount of stress that the situation Joe Sims, Don Pace, Buddy Hines & others placed on Jake were undoubtedly contributing factors to his death, he died from stroke & massive heart attack at age 46 in 1996.   

I am not seeking sympathy-never have, never will.  I just get heartsick thinking that voters are putting someone else in position to go through what I and 2 other families have. Because of personal vendetta against Jake and "because they could" attitudes toward the firings of Jake as police chief, John R. Johnson as street superintendent and David Denton as fire chief-they , in my opinion, literally got away with murder.  I hate to think what these 3 can do if again put in positions of control.  Yes, I know Tennessee is an "At will" state where employees can be fired just because an employer wants to, but there are some morally bound employers who do give reasons than - because I can.  Buddy Hines & Don Pace will do/vote whatever/ however Joe Sims says. Both of them lied to Jake and me when they both said, "No, Jake, this won't happen.  You don't have a thing to worry about. Nobody will be fired,

you all are doing good jobs".
 
Joe Sims has a proven record-he was convicted of felony charges of illegal gambling and admitted to taking payoffs while he was Sheriff, but only admitted to the payoffs  because the statute of limitations had run.  All this is filed at the Federal Courthouse. Check it out for yourself-it's public record
 
Why would anyone want a man like that in office?  In control of budgets and again in a position to fire anyone "because he/they can"???
You can sure bet that these 3 have met already to plan their strategies and agendas.  I feel several members of the Police and Fire Departments can start looking for other jobs because they already know their days are numbered.  Lenoir City has had enough black marks and poor judgment calls already dragged through the press.  Please think about it -pray about it-before you cast your vote for the people who will be running your local government.  The cliché' is that elected officials answer to the public who elected them- essentially that is true, but the only time they answer is when YOU VOTE them in or out of office.

SO answer this question, if and I did say IF enough people "write -in" Joe Sims for mayor on the offical ballot would that be legal??? I mean supposedly write-ins are people who cannot, for whatever reason, make the offical ballot, right??? and if Mr. Sims went today(or tuesday) and got the court order and got himself legally restored then could he not run a write-in campaign??

Let me be the first to say that if I was Joe Sims, I would sue the crap out of the election commission, all those involved and yes i am sure Aikens is involved, why would mrs zehner say he was in the first place, and then lastly i would sue the State election commission.  I think a jury would find it interesting.
 
Doesn't the county have to give receipts for purchases?  Either way you look at it this was some dirty crap and just remember karma hits this county all the time so know what goes around comes around and the train can be heard in the distance and I hear CHANGE on the tracks.  Maybe mr sims should get his court ordered restoration and run for County Mayor in 2010, to heck with lenoir city their going to hell in a hand basket anyway.

Well, well, well, it begins....looks like Aikens and his cronies, (tooter, terry vann), are scared to death by the whole joe sims for mayor idea.  what do you do?  If you can't beat them, disqualify them.  Why is Aikens so power hungry?  he tries to get his friends and family in political positions all over the county.  why does someone need so much power?  I don't know joe sims personally, so I can't comment on his previous discretions, but i know aikens personally and this city/county needs rid of him and his cronies.  I say, if it is against aikens, then I'm for it....and before anybody gets on here and blasts me, don't think that aikens isn't behind this attempt to disqualify sims.  just think, if sims had gotten the same judge that aikens had, he would never have been convicted.  as for the attempts by terry vann to change the pay of the recorders job, could they be more blatant?  Mark my words, this will come back to haunt these two crooks....maybe they can eventually share a cell.....Scott Mccluen, where are you when we need you?

I hope all Loudon County employees have read Commissioner Nancy Marcus latest editorial again trying to take more of our money. Notice it wasn't in the paper till after her husband's election. We may not have gotten rid of him this time but she will be voted out in 2010.

I have asked this question all over town and all I hear is: I don't have clue or Oh he is some good old friend of Tony Aikens and sometimes I hear he is that guy that use to sit up at that golf country club drink BOOZE and play POKER. We really need a guy running Lenoir City That is A BEST FRIEND OF AIKENS And goes by the name of TOOTER, Seems like we already have A Whole lot of TOOTERS in city hall and we sure don't need any more!
People be sure and Think before you vote this election or Lenoir City might just end up being run by the same people that run LCSD. What a wonderful thought, they will control the COUNTY and the CITY.............Aikens City...... A VOTE FOR TOOTER= A VOTE FOR Aikens

We all know that the mayors race in Lenoir City is gonna be good this year.  Already the dirty politics have begun.  I know Mr. Sims is qualified to run and those other guys are scared to death, even the current mayor.  All I can says is we know what happened when he was convicted of gambling but it isn't anywhere close to the gambling that takes place in Loudon that the current sheriff does or Lenoir City and the County gambling our money away or should I say giving it away.

OK...Let me get this straight some of our children,were left out in 90 degree plus heat,with no water just the fountain in the field house. Multiply 1260 students with that and we can all see the germs and contamination. Come on Miller...How would you like to sit out in the heat with little water and food??

I also ask the question......Why do we NOT have a bomb dog??? I would think with all the K-9 cars I see for the LCSD, that we could find or train a bomb dog. I believe that I heard that the bomb dog came from Knox County.....at around 3:00 pm on the day of the bomb threat.
 
Plus why were many students told not to call any relatives????????? I think if my child wanted to call me they should be able to!!!!

To the Angry Voter 8/11 and Disgruntled Parents,

I saw the comments made about Eaton Elementary on the blog and wish to address them. Let me first say that the parent said she was angry because she didn't get a detailed list for school supplies. What you don't know is that teachers here are NOT ALLOWED to ask for school supplies. They can only ask for donations. They cannot do this because there are many students in this and other Loudon County schools where the students and families simply cannot afford to buy very specific supplies. You would also be astounded at the amount of parents that send their child to school with nothing, I MEAN NOTHING, each day. The teacher must pick up these expenses which would be why she most likely asked for a Wal-Mart gift card. This is not for her or her own personal benefit. Did you actually think that she would spend it on herself? It is for kids who don't have anything, or for those times when you need to pick up celery and food coloring for an experiment the next day. It is to benefit your child, if you can't afford it don't do it but it doesn't hurt to ask because if you come inside the school there are volunteers everywhere asking how they can help or if you need them to get you anything. How wonderful it is to be surrounded by selfless parents that want the best for their kids.
 
The next area I would like is the fundraisers for each school. Each school gets funding from the BEP (basic education program) set up by the state. This is the bare bones needed to run a school. Each child in Loudon County receives money from the state that is given to their school. The amount per child is equal for all of the schools in the county. Larger schools get more money because they have more kids. It is based on the amount of children you have in the building. This is the state's money given to the county and divided throughout the schools. The fundraisers are a totally different thing. Fundraisers are done on a per school basis. If your child's school doesn't choose to do one, you may contact the principal and speak with them about it. However, at Eaton they do ONE fundraiser for the school a year. (Individual clubs may do other things but the school does only one.) This is the money that parents send in for their child for that school. Asking to take the money from these schools that was from the parents and families at Eaton is like asking a stranger to share his bank account with you. It is money raised for that school. It is not state money that has been divided up.
 
Please, don't down schools and teachers without asking the facts. If you don't know them, EDUCATE YOURSELF. That is the best way for Loudon County to dig it's way out of the mess it is in now. If you want change, be the first to make it. If you think it is too hard, no one will listen, then they won't. You have to keep fighting and trying. You have to keep standing up for what you believe in. You have to fight for the truth.
When is it going to be your time? The true character of a person is determined by what you do when you think no one else is looking.

Boy!! Doesn't take much to get a little bite!!! You can defend the LCSD all you want but it still smells like a cesspool.
Like other bloggers have said on here.....2010 is coming is the LCSD looking forward to this I think not. What will they all do when Guider is gone?!! I am sure some will be looking to call in favors to get other jobs!! Guider is a good man than has lost control of his Indians....Oh wait I meant chiefs!!!

It sounds to me like Johnson is already making excuses to let Arp off the hook with the tax assessments. Ignorance of the law is no excuse for the regular taxpayer. The same standard should apply to mayors, judges, and Das. Johnson should recuse himself.

Well, well...it didn't take long.  The Good Ol' Boy (or should it be renamed to the Bad Ol' Boy system seems more appropriate to me) kick into gear.  First Russ Johnson recuesed himself from the Arp case, then all of a sudden he takes it back on.  Reading the article, Johnson sounds like Arp's defense attorney instead of the D.A.  The G.O.B. is so thick in Loudon County ... it is sickening.  Who pays for all of this corruption...you and me...the Loudon County tax payer.  Aren't you glad your taxes go to protect these folks?  Plus you got the added bonus when the commissioners just raised your property taxes another 8 cents!  What was the justification...there was none.  When you hear it is for education...that is bologna!  It's going to the tax and spend mayor!  I guess he will use this 8 cents to defend his actions...once AGAIN!  Except with Johnson at the helm, it won't drag on too long...it will be killed before it gets started!  Faith in the system...the system is laughable!

Here's a scenario,  If I was a board member would it be a conflict of interest if my wife, who works for the county, become a liaison or work with the board to find grants or whatever and get a percentage of that money?  I think it would and this is exactly the case with Loudon County School Board.  Can someone do a family tree of the school board and see where wives, cousins, husbands, etc get a cut of the school budget?  I think you would see that violated policy 1.107.

You have many valid points  in your address to the LCUB High Rates Issue.  I agree 100% that only the voters in November can make a change in LCUB management.  If  they get rid of the Mayor and Chairman of the LCUB Board (one and the same), they will also get rid of his father in law and best his friend at LCUB.  This would give the new LCUB Board and opportunity to install qualified management of the Utility.  This may be the last opportunity we have to make this transition.


The bigger problem for the LCUB customers and employees is that what has happened to your companies in the Water and Sewer rates is slowly occurring in the electric rates.  You have no choice of Utilities to receive service from, but the customers in West Knox County have a very attractive choice.


In your letter you stated that the two extra members on the LCUB Board from Knox County was put in place so that the good people of Farragut would have representation, which they deserve.  What really happened is a movement was started in Knox County to get their fair share of property and revenue tax from LCUB.  This was approx. 2.5 million which they needed for their schools.  Knox County Mayor Ragsdale cut a deal with "Matt the Bratt" to add two of his political cohorts to the LCUB Board.  This was done so they could receive all the freebies of serving on the Board and Ragsdale would not attempt to get Knox Counties share of the tax.


As you know, Ragsdale is on his way out, a new Knox County Commission has been elected, and Knox County still needs the 2.5 million.


The powers that be in Knox County have been watching your problems with LCUB and other management miscues very carefully.  Changes have been made in the State Utility Tax Laws and in the recent election Knox County voters passed new resolutions making it easier to change their Charter.


Loudon County is also due their fair share of LCUB tax and also should have representation of the LCUB Board.


If the above changes come to pass, all us in the LCUB service area in Loudon County will have the same problems you have.  Our rates will go up four times or more.

I was looking at the policy manual for the school board and noticed something that may have not been posted.  Bobby Johnson Jr. dissolved all committees when he became Chairman of the board.  Well, according to their policy, HE CAN'T.

I just read something in the very back of the Newsless Herald in small print that has to be a typo. At the bottom of delinquent tax notice it is signed by Terry Vann, Loudon County Delinquent Tax Attorney. This can't be right. How would it be possible for a man that owes $170,000.00 in delinquent taxes to the IRS possibility be collecting delinquent taxes on county residents. This kind of thing only happens in Lenoir City, right? Tell me I'm wrong. Tell me it aint so.

For the disgruntled Parents,

You should look at the schools audit sometime. I am sure Van will look into it but the last time I looked, both Eatons and North Middle had over $100,000 in the bank from fund raisers. This money was in CDs that paid interest. An example would be if they have a fund raiser and brought in $20,000 the school would spend $10,000 and put the rest in the bank!! Here is hoping Van will look into this right away. I also hope the first motion he makes is the put the Hwy. 321 land up for sale. Maybe the BOE isn’t the only sucker out there.

I appreciate your comment and your question.

 

I am very grateful for the opportunity I had to serve your county.  I believe a lot of good was accomplished.  I also believe I had a lot of unfinished business when I was defeated in my re-election bid. 

 

Since I left office, some of the gains I made have been lost.  Some important projects that I had started have, as far as I can tell, been discarded.  However, it is my successor’s prerogative to run the office as he sees fit.  I had the same prerogative.

 

Given my record in office, I think people know what I would do in office a second time.  I put into action principles that are important to me.  It was, for me, my calling in life. I was not willing to sacrifice my principles in order to get along or stay in office.  I wouldn’t sacrifice them to get elected again either.

 

My work created a lot of powerful opposition groups that came together to get me defeated in 2006.  I underestimated them. The thing is, they didn’t defeat me. They won an election.  I still believe what I believed then, I am still willing to do what I did then. 

 

The relevant question isn’t “if I’m thinking of running again”. I believe a candidate is just the point-man for a lot like-minded people who want to see their principles implemented in government and are willing to work for it.

 

The relevant questions are, “What does Loudon County want?” and “If I was led to run again, who is willing to cover my back?” 

 

Notice I wrote “led”.  I believe God has a plan for each of us.  I’m not prepared to tell you I wouldn’t run again nor that I would.  Think about what you are willing to do. 

 

The world needs warriors to step up.  I don’t want to sugar-coat it, you could face retribution.  You would loose your anonymity.

 

Believe me I make mistakes and I am not perfect, but, if you or anyone else is interested in seeing me run again, pray about it.  I will too.

 

I’d like to recommend that you read a novel entitled This Present Darkness by Frank Peretti which deals with the power of prayer to change a community.

Well,  thank god this election is over.  I am sad to see that some incumbents lost and glad to see some were beaten.  I know that in one school board election that the party had some other school board members there whistlin Dixie.  But when you have money it seems you can buy anyone.  I hope to see a major change and remember don't you dare think about wasting our money because we will be there to call you on it.  Oh ya and if you go to good ole Gatlinburg again be sure to get me a room so I can attend and save me a seat on the front for you next meeting

I can not say how happy I am to once again see Van in an elected position. It also tickles me pink that is Austin also. Congrats to both of you!

Over all I am pleased with the election results. It looks like the people of Loudon County have sent a very clear message that it is time
for a change. Time to move in a direction other than the status quo. Four out of Six incumbents lost their seats of power to a fresh face. One of the two remaining was unopposed. So I say that is a pretty clear message!

I can not help but wonder if the rest of the people in power including the big dog mayors are looking nervously at the up coming 2010 election down the road. I can only hope that they are. Arp, Brookshire, and the rest of you, can you feel the winds of change rustling your hair even now? I certainly hope so. In fact I would highly advise you to change your current ways even now and start putting things in order.

The people of Loudon County have spoken. I only hope that your ears are open.

Thanks for your question.  Let me give you a general summary as to how the process should work.

 

Once the Comptroller finishes its audit, conducts an exit conference with the office holder and reports its findings, it is basically out of the picture except for serving as an expert witness in any litigation, either civil or criminal, that is warranted by the audit. 

 

In previous cases that I handled as DA, I asked for assistance from TBI to conduct witness interviews of people who were not at the dead center of the audit but had relevant and admissible information concerning the audit findings.

 

The DA is authorized to ask for assistance from TBI.  The Comptroller's Office is really not set up to conduct extensive, numerous witness interviews.  The TBI is not set up to do financial audits.  It is usually helpful to have them working in tandem in criminal investigations of this type.

 

The Comptroller and TBI are usually the only state agencies involved in the process. The Governor’s office is most always never involved except as a recipient of the audit report. So, the Comptroller (if the audit is finished) and the Governor’s office aren’t really the ones to do anything further.

 

The decision to anything further is made by the local governing body, (county commission or city council or board).  For example, assume the county clerk gets a bad audit, then the county commission, usually with advice of the county attorney, would determine if further action is warranted.  The further action might be a civil suit by the county attorney (to recover funds or for ouster) or a request for the attorney general to review and take action (potential criminal prosecution or ouster). 

 

The comptroller provides audit reports to the DA. The DA, of course, can take action without a request from any governmental entity. He has the sole discretion to determine whether to initiate a criminal prosecution or ouster proceeding.   

 

The Comptroller may make findings or find irregularities that don’t rise to the level of seriousness that require further action whether civil or criminal.

 

I have always found the Comptroller office to be very professional and not susceptible to undue influence.

 

A group of individuals can file an ouster proceeding.  The DA is required to decide whether to intervene or not intervene as a party.  That decision is subject to review as to whether the DA abused his discretion in not joining the proceeding. Such a suit is now being litigated in Knox County.

 

Also, private individuals can petition the grand jury to present a matter and the grand jury can investigate on its own initiative. As you know, the DA has the authority to seek the dismissal of a case after a Grand Jury indictment.

My oldest child is starting Kindergarten this year at Eatons Elementary. When I went to registration, I expected to pick up a supply list instead I got the teachers "wish list".  Most things we normal things, but I was disgusted to find at the bottom of this teachers "wish list"  was a Wal-Mart gift card! You know what, I would love for someone to give me a Wal-Mart gift card too but its not going to happen!!  I have been warned by many people to expect lots of begging from the school but when they get to the point they want parents to start bringing in Wal-Mart gift cards they have gone to far!!  What do our tax dollars go for? Not to mention the new $1200 "school tax" they are charging people when someone builds a new home in Loudon County!  These I hope this is the last absurd request that I will see but I have a feeling it won't be.

I am somewhat surprised that people are just now seeing how everyone is related to one another in some form or fashion in the public services arena.  What I would like someone to see is a family tree of those people with respect to where they work.  It would be easy to start.  Begin with Lenoir City and then the County.  I think you would see the tree doesn't fork.  Isn't that how others see us  southerners, Inbred?  metaphorically speaking.
 
I can speak on their defense though, when you have no education and your parents have been in the community political arena it is only the easiest thing to do.  You know, ask daddy, momma, uncle or cousin for a job or to help them out in a job.  There are a few that are rightfully in their job because they went out and got their education but what is a person to do when their parents have power enough, or owes someone a favor, to get a job?
 
Nepotism is the other "N" word that is a big no no for this county.
 
Wamplers need to move out and show the city a lesson, or heck if they stay and put in the water conditioners then I would suggest Solar panels and make so much energy that the good ole LCUB must pay them.
 
Things won't change till the mayor and council people do. I beg someone anyone to go and get a petition to run for every office in there, Your more qualified than anyone else already there or running for that matter.
 
And lastly, what's with all the yellow signs at north middle?  I think I might have run out of the road from being blinded.  I think one or two signs would be ok, but who cares, I don't like yellow anyway.

I do not know who Chris Ingram is related to but I do know that Gretta Johnson is City Councilman Bobby Johnson Sr.'s daughter and Loudon County Board of Education Chairman Bobby Johnson Jr.'s sister. Can you say the word "conflict". Let's look at it this way: Will City Councilman Johnson Sr. go against anything that "Matt the Brat" wants considering Matt's daddy dearest is the boss of LCUB and his best friend Shannon is second in command. Which just so happens to be where his daughter just so happened to get a job. Way too much back scratching going on for us regular people to feel comfortable about.

I have read with much interest the articles concerning the problems Wampler's and Elm Hill are having because of the LCUB rate increases on water and sewer.  LCUB is a classic example of what is known as "The Peters Principle"  which occurs when unqualified employees are over promoted.  The current management at LCUB have constantly lied to employees, but now it has become evident that they are lying to their largest customers and to their own Board.  First they told the Board they were implementing a 30 to 40 percent rate increase.  The increase turns out to be 82 and 88 per cent.  Either one of two things happened.  They either intentionally misinformed the Board (if this is the case they should be terminated) or they grossly miscalculated the amount of the increase (if this is the case it just further shows how incompetent they are, and they should be terminated). 

When the rate increase was questioned, they said it was required by a TDEC rate study which they could not produce when it was requested under the opens records law.  It is also very troubling to me when a General Manager and LCUB Board Member would show their complete lacking of business knowledge by telling their customers  "you just need to go up on what you charge for sausage".  All customers of LCUB are paying the same increases in rates and are suffering just as much, but if changes are not made soon, the 82 and 88 percent increases are just the beginning.

I am down right angry that they have seen fit to make times even harder than what they are now. I am angry that they evidently do not give a darn as to what the public consensus is on the property tax raise. I am angry because they do not seem to have any idea as to what it is like to have to live pay check to pay check!

These elected officials can not be public servants with what they have just done. They are nothing but a group of self serving people that have NO idea HOW to BUDGET.

I have a few questions I would appreciate any help if you know the answers.

1.   Who in  Lenoir City or Loudon County government is qualified to negotiate with First National Bank on a 3.5 Million purchase of a 20 year old building in down town Lenoir City? This sounds like some more waste of the rate payers money! Who is looking out for the rate payers on this one? Does LCUB really need an old building to remodel and update and is 3.5 a steal? I would think with the present day economy the way it is The Local government would want to do what the taxpayers and rate payers are doing CUT
BACK  DUH  REDUCE SPENDING HUH? WHAT IS THAT? I do not mean to have a smart tone but who do these people work for?

2.   Why would the mayor care if First National Bank keeps a location downtown or not. There are other banks down town to choose from. I know you can not stand bankers but Tim Tyler down at FSG is as Nice as they get! He would appreciate the business !

3.   Who stands to gain if First National Bank unloads a huge elephant  off their back? You would have to be a bank or a Utility company to afford the monthly utility bill on that joint ! Can this kind of needless waste be good for the LCUB customers? Do they care? Can you see Matt, Shannon And Freddie sitting there laughing about how they can get by with all  this .......... Maybe they can plan another trip to New York for some more negotiating or Gatlinburg seems to be choice of the county commission or was that the
school board. So much waste I get confused sometimes

4. Who is Gretta Johnson and Chris Ingram related to ? I am sure they are related to someone in city or county government . I would like to congratulate them on being inducted into the private club. Were these positions advertised here locally or in India or the North Pole? I have never seen an ad where LCUB is hiring other than to sub out some job the employees should be qualified to do. And how about the power board? If you do not already know it the power board is city council... Can you believe that?(((FOX WATCHING THE HEN HOUSE))) I believe there is a representative from Knoxville on the board. I am sure whoever this person is,  doesn't  stand a chance with The Lenoir City Council. I would think LCUB would want to cut back on expenses payroll ect. The department who use to hook up new construction has to have plenty of time on their hands.

I met a gentleman a few years back when I told him where I was from he told me he had tried to get a job at LCUB for years. I asked him why he wanted to work there instead of KUB ...... He tells me LCUB is the highest paying Utility company within TVA... I did not believe him.......... He said he was not related to anyone in Lenoir City so he gave up then explains to me KUB's nepotism policy. If they ever find out he is related to someone else who works there KUB can terminate him. 

I hope someone out there can help with any or all of these

It seems the newspaper is primarily interested in keeping what "public notice" advertising business it still has, and cares little about being a relevant news source.
Some people have written the paper and complained, and the paper will even print your letter - but nothing ever changes. Complaining to the News-Herald itself does no good.  

A new approach is needed. I suggest all future complaints be sent to the newspaper's owner: hwatson@xtn.net 
 
If this person owned only one newspaper, you could assume he knew what was going on. But he owns the following:

Also who pays for all there personal cars and trucks with blue lights in the grills and sirens. One cut me off at 321 to get to dairy queen drive up window. Do not stop if they try to pull you over I was told  by DMV has to be only if blue lights on top of police car!!!

IF I were Sheriff:

  • I would lessen the number of people behind a desk and put more to actually working for the citizens. We would have more Indians and fewer chiefs,
  • I would insure that all my officers are well trained and knowledgeable of the laws.
  • I would expect all my officers to be held accountable for their actions.
  • I would not take employees that are rejects from other departments or counties, all would have a complete and thorough back ground check and if anything was questionable then I would pass that one and move on the the next in line.
  • I would develop and offer promotions based on performance, morals and integrity.
  • I would insure that my officers operated within the laws
  • I would expect all officers to treat the public with respect when dealing with common matters.
  • I would see that the budget is used wisely and for the betterment of the department as well as the county.
  • I would insure that each officer is well equipped with the tools needed to do his or her job. I would not allow non approved weapons to be carried nor would I allow non standard emergency lights on police vehicles.
  • I would issue vehicles to only those who would need them. Why would a jail administrator or a Chaplin need a vehicle at the counties expense.
  • I would be looking for more fuel efficient vehicles. Not everyone needs a Crown Vic or an SUV.
  • I would track the usage of county issued vehicles. I am sure as a tax payer I am providing a lot of fuel for personal use.
  • I would have a policy that does not allow employees to date within the department.
  • And last but not least.....

I would run the department instead of the department running me.

More favoritism shown at the Sheriff's office! Where are the so called "occasional increases" the Sheriff implements to his employees or at least some of them? I do not care what any employee does, it is ludicrous for a person to receive over a $5.00 per hour raise. Is she certified? Has she passed all the training? Did she pass a physical fitness test ???  Hey Sheriff, did you give other qualified employees or persons the opportunity to apply for the job?  She must know something big on Sheriff Tim Guider and Tony Aikens?  It makes me very angry that being a non-certified(?) jail director is considered more important than being a certified road deputy who puts his/her life on the line each and every time they go answer a call. I understand Bill Shirk (former jail director) was a certified officer who could also serve as a road deputy if needed. He had dual capabilities and training.  I think most employees are too afraid to ask questions about their co-workers pay rates.

Ahhhhhhhh yes Melvin!  Isn't it funny that all DA Johnson's protection of the Loudon County Good Ol' Boys started while he was a State Representative in Tennessee.  It was startling the control he had over the State Fire Marshal, Comptroller of the Treasury, and the TBI.  With the flick of a phone call, he could stop investigations while these state offices were in hot pursuit and nothing was ever said about it.  He was owed big time and when the attorney general office election came about, it was time to pay the fiddler.  I just hope people will remember this when his election comes about again.  Isn't there something that can be done with crooked DA's?  Oh well, it only happens in Loudon County, it seems. All the other judges, sheriffs, and law enforcement officers who are investigated for the same things are punished, but not here.

With an almost an endless line of deals being cut by DA Russ Johnson on behalf of the good old boy system in Loudon County, it's good to see he is really fighting crime in Roane County. Johnson is investigating whether or not one of the candidates in the Roane County  election for property assessor went to the bathroom in an early voting location too often. I'm not kidding. I guess Mr. Cooper does think we are stupid, I  have been in a few houses in Tellico Village and seen the basements, I know for sure that after they pay their taxes on an unfinished basement, that isn't included in the AFT, that they then hire someone to come finish the basement, I know I have put carpet in a whole bunch of them and the basements are bigger than the living space.  So does that mean that they can dodge this tax?  Seems so to me, isn't that a type of diversion or tax evasion, we should hire someone to help Mr Cox readjust the taxes on homes that had unfinished basements and go back and see which ones now have carpet and tile in them. Then charge interest like the IRS for unpaid taxes.  Mr. Arp, you are just plain stupid.  I hope Van runs again so I can campaign against you. 

The AFT has too many loop holes, let get together and get these holes plugged.

If we had honest judges, Cooper suing for the adequate facility tax WOULD be a no brainier. The problem is that you have Fred Chaney ( Arps best friend) running interference before it ever gets to court. He calls and informs Arp of every paper files and every word said. He can loose a paper here or forget something there. That wears a person out and can raise the price of attorney hours. Some of the judges go along with whatever Arp wants as well. I think to have true justice we will have to get a special judge or a change of venue for ANY case Arp is involved in.

You just have to wonder what kind of leverage Arp has on so many people to get away with so much. I can imagine a book of dirty deeds that reads like a book of who's who.

Well it just shows that all someone has to do is get on here and type false information to slam someone in the sheriff's department.  The traffic stop legal2judge is referring to was not a traffic stop at all.  and there was no Hispanics there either.  It was a call about someone having a stolen gun.  hey and guess what?  Paul and Jimmy were not there.  So the next time you want to put something on Van Shaver's web site you might want to research it first.  I guess the saying is right Justice is Blind, isn't it legal2judge?

I witnessed something tonight 7/18/08.....You know how everyone has been wondering where o where is Paul Curtis and his K 9....Guess what making a traffic stop with the owner of the Black Crown Vic... in the parking lot of the Tractor Supply, right on Hwy 321 so that everyone that passed could see. Jimmy must be working hard to make that Assistant Deputy Chief stick this time and what better way than a good ole drug dog workout.  I say BRAVO....since I am sure that the passengers of the SUV were likely Latino........but I bet if we watch for the scandal sheet to come out on Monday......They will be on it!!!

I'm absolutely Furious about the free ride given to Cooper and the adequate facilities tax. I am so sick of funding things for Arp's friends via my taxes.

Arp is guilty of official oppression every time the man opens his mouth, and I for one am sick of it. It seems to me that he used the color of office to do Jerry Cunningham a favor with the animal shelter (is he going to pay OUR bills because we do not want to?). Same goes for the public records case as well- he still is not giving the records asked for when you make a request. As for Russell Johnson doing something about it- the only way that will happen is if HIS job is threatened, and then he will find some way to weasel
Arp out of it. I also wonder why any attorney would give this sort of advice. Arp has no authority to go over the heads of the zoning board. I say we keep the governor and the comptroller busy with our complaints. If enough people swamp their office with complaints they will have to do something.

If I'm not mistaken, former Lenoir City mayor Charlie Eblen was once indicted and arrested for "Official Oppression" for trying to stop a police officer from investigating a crime. The Loudon County Grand Jury meets in August. We can only hope Arp gets the same.

I have read other opinions about Jimmy Davis. I now wish to have my opinions read. I have had the opportunity to be around Jimmy on many occasions in his profession. I believe he is one of the most genuine and caring officers that I have ever met. I have only heard good things associated with his name until his wife messed up the first time then the second time. Jimmy did nothing wrong!!!! Did you get that? Jimmy did nothing wrong!!!! Callie made the mistakes and broke the law. Yes, her actions did cast a shadow on Jimmy. However, anyone who knows Jimmy also knows that anything of the nature that his wife was involved in or did is totally out of the spectrum of what Jimmy Davis would even let cross his mind. I think he got 'messed over' by Sheriff Guider and by Aikens who is allowed to play Sheriff until there is a photo opportunity then the 'real' or elected Sheriff always shows up. I am proud of Jimmy for the way he took the STUPID demotion and made himself even a bigger person than he already was. I admire him. I hope that any new officers and even some of the ones that have been around a while will strive to be more like Jimmy Davis. As the saying goes, crap happens to good people and this is one of those events. Keep up the good work Jimmy Davis! There are others up at that Justice Center that are guilty of inappropriate actions but they know what to do or who to do it to get the PASS GO card. I am glad Jimmy chose not to lower his morals and become like the men who currently are his superiors. I had not heard that he was reinstated to Assistant Chief. If this is true, then this is the first appropriate thing that I can recall that has been done up at that Justice Center.

I would like to express a concern that I have in regard to the Loudon County Board of Education. As a county taxpayer. I would like to see other county taxpayer's in the positions that decide how the appropriated school funds are spent. Currently, we have out-of-towners and non-taxpayer's  that do this. Why should they care how the money is spent? It is obvious that they don't. The spending is outrageous! They are not contributing to the county nor are they affected in any way by how they choose to spend the Loudon County taxpayer's dollars. Something about that fact just doesn't set well with me. I know it has been this way for a while. I honestly didn't realize just how many of the 'higher' ups in the Loudon County Schools lived out of the county. I'm sure there are qualified county residents that are also employees that could do a better job because they will eventually suffer the consequences if they allow frivolous spending .

For instance...Gil Luttrell, Bennie Sims, Alison Millsaps, Kim McGimsey, Jason Vance, Sharon Foster.

I know there are more but I can't think of them at this time. I'm sure if you asked about this then you could find out more than I know. I would like to think that our current school board members do not know about this. Am I dreaming to think that they have no clue?

These high ranking, decision making individuals also make the higher salaries. I think the Loudon County residents who are Board of Education employees should make the higher salaries since they are contributors of the monies being spent. Well, you have now read some of my concerns. I hope they be a concern of the entire School Board.

6 Million dollar road 

How about this deal! I took the drive a few days ago myself and was shocked about how narrow the road was in comparison to modern developments in the Eastern United States. Just imagine the economy will recover in a few years. There will be development. Then you will have a shorter trip just avoiding the inevitable traffic in this development.

Nice Job all the Politicians who were able to make this dream a reality for someone. Good Job LCUB and Pat Phillips. Thank you tax payers in Lenoir City and Loudon County. How about the Tennessee Taxpayers kicking in another 2 Million. How can something like
this happen? Does anybody have any answers?

I keep thinking sooner or later the taxpayers who these idiots work for will eventually have enough! I know they have in Knox County

You are 100% correct.  A law enforcement...no a Public employee, of the citizens of the state and county, are held to a much higher standard than the cook at wendy's.  And what is so funny is that these "good ole boys and bad girls" get to keep their job.  The county doesn't have a nepotism policy because if they did half of them would lose their job. 

I am sure you can come up with your own version but here is a motto our politicians go by and those in charge of departments can use it as well.

 P- prey on the weak, they won't fight too much

O- own lots of property it makes you more powerful

L- Lust, but make sure not to get caught

I- Insinuate you are innocent and blame it on someone else

T- Tax the crap out of the public and make sure it looks like it's going to the school

I- I am rich, wonder if I can give myself a raise or convince someone else I need it.

C- Crap flows downhill, boy am I glad I am on top.

S- Sacrifice, it's what those below me have to do to work and live here

You greatly underestimate my knowledge of the inner actions of the LCSO. You can not defend adultery by claiming one was divorced and therefore eligible to date when the divorce came as a result of the affair with the girlfriend in the DA's office. And the other one is not divorced or at least his wife doesn't know it if he is.

People who work at Yale or Walmart have a somewhat different charge at their jobs. A compromise of their morality does not necessarily affect many other residents of this county. When a police officer or sheriff's deputy compromises his or her morality, it can have a negative effect on many others.

Many times a piece of fruit will rot from the inside.

TO PROTECT AND TO SERVE- ARE YOU KIDDING? 

I have only lived in Loudon County for a short time and I just recently discovered this website but, I must say I don't understand how the Loudon County Sheriff Department gets away with so much corruption?  I heard that recently a city officer arrested a friend of Tim Guiders for DUI, POSSESSION OF MARIJUANA  AND POSSESSION OF A FIREARM, and before the officer even had the warrants written that the sheriff called the jail and told the officer on duty to let the guy go! Granted, I was told he did pay a bond but he was in the jail less than an hour and I was told that normal policy is, for someone arrested for DUI to stay at least 4 hours before he/she can even make bond? I guess I am a little confused about this, since I was told the guy was very intoxicated and had a gun and was released after less than an hour?  Let's see, drunk, in possession of a firearm and in possession of drugs, I don't know about you but I sure as heck wouldn't want to meet him on the road!!!  And I am kind of curious as to how this plays out in court? All charges dropped? That would be my bet.  And I thought the motto on police cars say "To protect and to serve"?

I guess that only applies if you are a friend and/or family member of the sheriff or one of his officers?  I am also curious as to what it is going to take for the people of  Loudon County to wake up and realize how corrupt this department is???  I was taught to respect police officers, but this is a little hard to do when you read about the antics of the sheriff dept. on almost a daily basis........

I was reading over the sample ballot for Loudon County. In District 5- seat A, I see the name Chris Clabough. Is this the same Chris Clabough that was a deputy for the Loudon County Sheriffs Dept? Is this the same Chris Clabough that is the nephew to Chief Tony Aikens? Is this the same Chris Clabough that is currently an employee of LCUB and a part time LCSO deputy that is so special it is he and Leon Shields who are the only ones that is allowed to take the LCSO boat on the water during events and holidays like Rocking on the Docks.  Just wondering and wanted to make all aware of who this Chris Clabough is.

Concerning the LCSD,,,I can't wait unit the SD finds out who is running for Mayor in 2010 and this person is on top of it all,,,,,This person has grown up in Loudon County all their life and knows what needs to be done,,,,Not just with the crazy money throwing Arp has done,,etc,,,shall I go on,,,but this person is going to bust the LCSD wide open,,,and all of our great officers who deserve to work under some one other than Guider and Aikens will not hate going to work. To the person who would like to get several people together maybe even hundreds to get the FBI to come in and to a full investigation. GREAT IDEA

I also know about the affairs going on, the money borrowed all the time, and he gives it so he is not exposed.

God will not allow this to go on in this town much longer, we need a good moral, good hearted person. Who knows this town, the people, the needs, and will fight to do what is right among all of our citizens in the county.

    While I'll agree with  every point you make about the LCSD being a moral cesspool. Sergeant Davis was demoted because he had been warned many times prior to his marriage bout the blonde by his superior officers. Yes, Russ Johnson did take on somebody who was involved with an LCSD staffer out of wedlock and all the other examples are exactly why the crap flows downhill.  Good honest ethical people could never rise thru the sheriffs department of Loudon County.  SGT. Davis was no. 3 in charge so that in itself shows he's been pretty good at it for a few years.  I agree that they all should have lost their jobs or working graveyard shifts.  It's just a matter of time before that cesspool blows up down at the LCSO.  Lastly, Loudon Countians indicted our No. 2 man at the LCSO twice but the unhonorable DA Johnson turned a blind eye.  Elections are the only way to change the odor, so I urge everyone to vote as often as you can to get those crooks out.

I can assure you that GI Jane is correct Jimmy Davis has yet to have worked a 40 hour week since he was "Demoted" and still resides in his office.  They pay is also probably the same.  Why are these questions not ask to the sheriff in front of a news camera and exploited?
927 has had the past two weeks off with no notice and his shift has been short officers, so where is the protect and serve there for us in the county?  And to answer the question as to why Leon Shields has better equipment, well hello, in my opinion he is the surrogate son of Aikens do you need more than that as an answer?
Maybe we can start a fund to hire a PI to investigate all that goes on down there.  But I guess time will do that when we do get a new Sheriff and a whole new rank of higher up.  But I will say to those that are there just doing there jobs and really putting the heart it takes into it Thank you we know that you never get the recognition that you deserve, but one day it will be all over and you can have a morally upstanding sheriff to follow and keep your head high.
