After years of planning and preparing, the Loudon County school
building program is hopefully about to get underway. With all the bids
in and all the associated costs, and estimated costs, all four projects
came in at $104,498,946.00. Several million dollars of the costs are
estimated due to certain unknowns but likely will be far less than
estimates.
In addition, the cost to issue the bonds to finance to building program is estimated to be around two million dollars. After hearing from the county's financial advisor, Cumberland Securities, the commission budget committee recommended the issuance of $110,000,000.00 in municipal bonds. The bonds will be put out in two increments of $50,000,000.00 and $60,000,000.00. The second issue can be reduced if needed after cost can be better determined. The bonds will be on a 25 year term at 4.15% or lower. One additional discussion that came up at the meeting was a possible change in the Greenback school projects. Currently, the proposal is to demolish the existing football stadium and rebuild it on the same location. A lot of the cost of that project would be demolition of the old facility. The new proposal may be to leave the old stadium in place and build an entire new stadium, with a field track, on the site of the old school building just beside the current stadium. This would allow for construction to begin immediately. The school board hasn't discussed this possibility yet. County commission will address the bond issuance at their May 5th meeting.
