News Herald Arrest Report

Stolen item leads to Lenoir City chase

A Niota man is facing multiple charges after law enforcement noticed him acting suspiciously while leaving a retail store in Lenoir City.

A report from Brendan DeBoer, 9th Judicial Drug Task Force agent, notes representatives from DTF and the Loudon County Sheriff’s Office saw Colt Martin Johnson, 24, exit a home repair store Thursday with a bulge in his jacket.

DeBoer walked up to Johnson’s vehicle and showed him his identification. Johnson then turned on his car and began to back away toward an agent walking behind the vehicle.

“The vehicle then drove out of the parking lot at a high rate of speed and agents pursued,” DeBoer wrote in a report. “The vehicle went at unsafe speeds, driving on the shoulder of the road and not stopping for red lights or stop signs.”

Johnson drove through the Fort Loudoun Medical Center parking lot, and when he exited the area he hit the front of an occupied Tennessee Bureau of Investigation vehicle that attempted to set up a perimeter.

Johnson again began driving recklessly, passing vehicles on U.S. Highway 321, and attempted to get onto Interstate 75, driving on the shoulder and grass area before hitting an LCSO deputy’s vehicle.

“The suspect then began to run on foot and agents and deputies pursued for approximately 1/4 mile,” DeBoer wrote.

After Johnson was arrested, he said he ran because he stole an impact driver from the home repair store.

Johnson was charged with criminal trespass, theft of property, evading arrest and four counts of aggravated assault and held $87,000 bond.

Tampa man jailed on multiple charges

Evince Occilien, 30, Tampa, Fla., was charged Friday with two counts of identity theft and organized retail crime prevention act and held on $90,000 bond.

Advised by a Lenoir City retail store’s associates of a man and woman acting suspiciously using cellphones to complete transactions at registers — with some of the sales denied — 9th DTF agent Brendan DeBoer approached Occilien after he exited the store and went to his vehicle. During the conversation, Occilien said he was using cellphones, six in plain view, to conduct transactions at the self-checkout and noted the phones contained stolen credit card numbers.

A search of Occilien’s vehicle and his girlfriend’s vehicle recovered $3,500 in stolen merchandise.

“Occilien admitted, post Miranda, that he was using the stolen credit card numbers to purchase these items at Tennessee area (retail) stores and then make returns of these at different stores than the original purchase,” according to DeBoer’s report. “They would then receive cash and/or gift cards. The gift cards would be sold at a discounted rate.”

A search of Occilien’s hotel room in Knoxville revealed a laptop and flash drive with personal identifying information of fraud victims. Occilien also had more than five personal identifying information account numbers for credit and debit cards. The female was not charged.
