Loudon man charged with child abuse

A Loudon man was arrested Saturday on multiple drug and child abuse charges.

Loudon County Sheriff’s Office Deputy Charlie Huskin responded to Dailey Avenue when a man and woman reported seeing a little girl walking in the road as they drove by. They told officers the girl’s diaper was “pee soaked” and she had a “small sore on her bottom lip,” Huskin wrote in a report. The woman told officers she made several attempts to contact neighbors to find a parent.

LCSO Cpl. Brian Smith found a twin boy sibling of the girl locked outside a residence “screaming and very afraid of law enforcement.”

Smith knocked on the door for several minutes before Thomas Jay Mika, 29, answered still “dazed from sleep,” Huskin wrote in a report.

Huskin smelled a strong odor of alcohol. Mika said he had been drinking the night before and had no idea his children were outside. Huskin asked to inspect Mika’s residence for living conditions for the children and Mika agreed. On the counter in plain view and in reach of the children, Huskin found a “small baggie of marijuana” and other narcotics items, Huskin wrote in a report.
LCSO Deputy T.J. Scarborough spoke to Mika about the marijuana and other items and provided him a voluntary consent search form, which he agreed to sign, Scarborough wrote in a report.
Mika showed Scarborough a cabinet in the kitchen that contained “THC vape cartridges, several containers of dab oil, two mason jars of marijuana and other forms of drug paraphernalia to include two digital scales,” according to the report.
Mika was charged with four counts of non-violent child abuse/neglect, three counts of simple possession and possession of drug paraphernalia and held without bond.
Woman nearly hits patrol carA Lenoir City woman was arrested for driving under the influence and other drug charges after nearly hitting an officer’s car Thursday.
Lenoir City Police Officer Shannon Runyan responded to a call from dispatch about a green Subaru “all over the roadway” heading down U.S. Highway 321 from White Wing Road. Runyan passed the Subaru and turned around to follow it.
The vehicle immediately ran off the roadway in front of a business, so Runyan initiated a traffic stop. Runyan watched the Subaru “attempt a right turn into the grass and back onto the roadway on the wrong side of road,” he wrote in a report.
After turning left onto Cory Drive, the Subaru stopped in the roadway. The driver, later identified as Vicki Lynne Limbaugh, 51, did not put the vehicle in park, and it rolled backward toward Runyan’s patrol car. Runyan had to jump back in his patrol car and put it in reverse. Once the vehicle was secure, Runyan met Limbaugh, whose eyes were “almost closed” and had a “green substance on each corner of her mouth and very slow speaking,” Runyan wrote in a report.
With the help of other officers, Limbaugh was moved to a safe location for field sobriety tests. Limbaugh failed the tests and was taken into custody for driving under the influence.
Lenoir City Police Officer Carlos Espinoza found three green pills matching the green color coming out of Limbaugh’s mouth and inside her left nostril believed to be Xanax and a red cut straw with green residue inside Limbaugh’s car.
Limbaugh was charged with driving under the influence, simple possession/casual exchange and possession of drug paraphernalia and held on $3,000 bond.

• Gregory Lynn Ledbetter, 47, Lenoir City, was charged with aggravated domestic assault and released on $5,000 bond.
• Billy Wayne Malone II, 29, Lenoir City, was charged with burglary of a motor vehicle and theft over $10,000 but under $60,000 and held on $35,000 bond.
• Brian Milton McCollum, 64, Greenback, was charged with simple possession/casual exchange and possession of a Schedule I substance and released on $6,000 bond.
• Susan Knight Mire, 68, Lenoir City, was charged with driving under the influence and released on $1,000 bond.

June 9

• Joshua Wayne Godfrey, 31, Loudon, was charged with eight counts of violation of sex offender registry and two counts of violation of probation and released on $50,000 bond.
• Clayton Gene Jarrard, 39, Loudon, was charged with criminal trespass and evading arrest and held on $2,000 bond.
• Johnny Ray Lee, 33, Philadelphia, was charged with driving on a revoked/suspended license and released on $1,000 bond.
• Diana Monterrosa, 32, Lenoir City, was charged with public intoxication and released without bond.
• Gerald Willis Nix, 52, Brunswick, Ga., was charged with driving under the influence and released on $4,000 bond.

June 10

• Kayla Hope Abercrombie, 33, Kingston, was charged with failure to appear out of Blount County and released without bond.
• Charles Edward Dailey, 87, Friendsville, was charged with sexual battery and released on $7,500 bond.
• Tony Lee Dunlap, 47, Townsend, was charged with domestic assault-misdemeanor and simple possession/casual exchange and released on $2,000 bond.
• Jamie Joann Hawkins, 53, Lenoir City, was charged with manufacture, delivery, sale or possession of a Schedule II substance, two counts of possession of drug paraphernalia, driving on a revoked/suspended license, simple possession/casual exchange, criminal simulation and theft of property and held on $20,000 bond.
• Patricia Renee Howard, 31, Clarksville, was charged with violation of probation and held on $7,500 bond.
• Jesus Adrian Navarrette, 26, Loudon, was charged with theft under $1,000 and seven counts of burglary and held on $16,000 bond.
• Sherry Lee Russell, 47, Greenback, was charged with domestic assault-misdemeanor and released on $1,000 bond.
• Joshua Lee Thompson, 22, Lenoir City, was charged with violation of probation and released on $5,000 bond.
• Michael James Williams, 25, Loudon, was charged with driving under the influence, possession of a handgun while under the influence, driving on a revoked/suspended license and simple possession/casual exchange and released on $4,000 bond.
