Kingston man hit with vandalism charge

A Kingston man is facing vandalism and trespassing charges after he said he initially tried to get out of the pouring rain.

Dispatched Saturday to Parris Drive in reference to a possible nude man in a driveway, Loudon County Sheriff’s Office Cpl. Rondel Branam met David Ray Palmer, 57, who was using a T-shirt as his underwear.

“I asked Mr. Palmer why he was nude and he stated that his clothes were soaked from the previous night,” Branam wrote in the report, noting he spoke to the property owner after Palmer put clothes on.

“(The property owner) stated that I needed to come check his property because an outbuilding had been vandalized,” Branam reported. “I did see where his two-bay metal building had been damaged. One of the doors was pushed in, the trim had been torn away from the door and one metal panel had been torn off the side of the building totaling approximately $1,500 worth of damage.”
Palmer said he damaged the property while trying to get out of the storm. Branam found where Palmer had been in an enclosed horse trailer. Palmer admitted to being intoxicated the night before.

Palmer was charged with vandalism over $1,000 and criminal trespass and held on $12,000 bond.
