Good Example 2

Last week I told you about Tellico Village Property Owner's Association member, Pat White, who feels that county tax payers should be subsidizing the POA. He says that since Tellico Village residents pay so much property tax, the POA should get some of that money back to offset the massive fees charged by the POA. Mr. White also claims that residents of the village use fewer county services than the rest of the county residents. Let's examine.

We'll use Mr. White and myself as an example. I assume a few facts.

  • Mr. White apparently owns property, therefore Mr. White will have need the services of the Register of Deeds office, and the Assessor's office, same as me.
  • He will also need the services of the Trustee's office to pay his property taxes, same as me.
  • I'm sure Mr. White has at least one automobile, so he'll need the services of the County Court Clerks office for registration and tags, same as me.
  • Heaven forbid, but Mr. White may have an emergency one day that would require the need of law enforcement, they will be there if needed, same as me. In fact, I think there are three county patrol cars available in the village at all times for the COPS program.
  • Even though Mr. White chooses not to vote very often, I know he's registered to vote and we have elections every two years. So he needs the election commission office services, same as me.
  • Mr. White has access to the three convenience centers, the judicial system, the mayor's office, the veterans service office and every other county resource if he needs them, same as me.

Where Mr. White really hangs his hat is on schools and roads. Let's do roads first.

Mr. White is correct, the county does not maintain the streets within the village. This is because when, Cooper Communities came to Loudon County to develop the village, they had two options, build their streets to county standards and the streets would be accepted and maintained by the county, or, they could build their streets substandard and the streets would never become the county's responsibility. They chose poorly. That's why the streets are so narrow and impassable at many points. Also, one of the smallest portions of property tax goes to the county highway department. Most of their funding comes from the state/gas tax. Of course, it's ridiculous to believe that villagers never drive on county roads, sure they do. 

Schools

As said before, there are about 4,900 students in the Loudon County school system. Loudon County's population is about 54,000. Clearly, the vast, vast majority of Loudon Countians do not have children in the school system, same as Tellico Village. However, while Mr. White would hate to admit it, there are more children in the village now, attending county schools, than ever before. Even though most county property owners do not have children in the county school system, myself and Mr. White included, we all hold a responsibility to ensure the children receive an education.

County tax payers do not pay for water, sewer, electric services, garbage pickup or ambulance services. All the county fire departments are volunteer. County tax dollars are donated, annually, to all volunteer fire departments including the village fire department. Unlike the rest of the county, village homeowners pay the POA rather than Loudon Utilities Board for their water and sewer. The POA adds additional charges on both services making those services some of the highest in the county.

Mr. White has been on the POA board for three years and was just re-elected for another three year term. The POA fee just went up another 5% bringing the POA fee for every property owner to $146.53 per month. That's $1,758.24 per year. The fees go up 5% each year. 70% of village property owners pay more in POA fees per year than they pay in property tax. Did you know, some of the cheapest property in Loudon County is in Tellico Village? There are people who will give away lots, or just abandon them, to get out of those POA fees. 

The county general fund budget, which among all other things, includes sheriff, jail, judicial offices, is about 20 million dollars per year. The POA budget is about 22 million dollars. From the discussion above, you can see what services residents receive for their property taxes. Question is, what services do villagers receive for their POA fees? 

In the not so distant future, at 5% increase per year, the POA fees are going to get so high, that just owning property in the village will become prohibitively expensive. If true elected officials were to try to raise property taxes like the POA board raises their fees, they'd be out of office real quick.

POA board members and others go out of their way to claim there's no way to incorporate. No doubt it would take a lot of work but an organization that is able to have the state law rewritten in order to have liquor stores in their subdivision, should have no problem getting legislative help to become a city.  

The vast majority of the residents of Tellico Village are good people just like the rest of Loudon County. Then there are those like Mr. White that use the democrat playbook to divide people, look for someone else to pay their bills and deny reality.

There is a better way, incorporate.
