Florida man faces kidnapping charges
 
A Lake Butler, Fla., man was arrested after a Loudon County law enforcement officer was approached by a woman claiming she had been kidnapped.
 
Responding to a possible kidnapping reported April 20 at a retail store on U.S. Highway 321, Loudon County Sheriff’s Office Deputy Blake Garland talked with a woman who said she had been kidnapped from Florida three days ago. The woman said Hayes, who had raped her, was sitting in the parking lot in a tan Ford Ranger waiting on her.
 
After approaching the truck, officers determined Justin Aaron Hayes, 36, fled the scene before they could get to him.
 
“(The woman) stated that after pleading with Hayes, he finally let her go into the (store) to exchange some merchandise and use the restroom,” Garland wrote in his report.
 
Garland was able to identify blood on the front seat and “large wads” of hair, which the woman said was from Hayes holding the woman’s hair whenever the vehicle stopped to prevent her from fleeing. Garland was also able to identify “numerous injuries” on the woman’s body consistent with someone being repeatedly assaulted.
 
“(The woman) reported that Hayes had repeatedly threatened to take her life throughout the trip from Florida to Knoxville and to Lenoir City, reportedly with a hatchet, box-cutting knife and ball bat,” Garland wrote. “According to (the woman), Hayes drove her from Florida starting on April 17, 2017, and informed her that he was taking her to Ohio to meet his friend, John Hancock, and that they were going to ‘trick her out’ before burying her body.”
Law enforcement determined a rape occurred in Knoxville Police Department’s jurisdiction, according to the report.
 
Hayes was charged with aggravated kidnapping and held without bond.

• Stewart Corey McMillan, 53, Lenoir City, was charged with criminal court capias and released on $30,000 bond.
 
• Stefanie Leeann Reagan, 40, Kingston, was charged with violation of community corrections and held without bond.

April 18

• Jessica Lynn Bahr, 35, Philadelphia, was charged with failure to appear-general sessions and violation of probation and held on $4,000 bond.
 
• Christopher Michael Bertram, 29, Kingston, was charged with violation of community corrections and held without bond.
 
• Scottie Ray Bogle, 38, Loudon, was charged with theft of property and violation of sex offender registry and released on $40,000 bond. Bogle allegedly created a social media account using a false name, Wayne Smith, and failed to report to LCSO, who is his primary reporting agency as required by Tennessee state law. “Mr. Bogle is aware that he is required to report all social media accounts to the reporting agency and acknowledged his understanding of the laws of Tennessee regarding those on the sex offender registry by his signature at this annual registration reporting date in 2016,” LCSO Inv. Sgt. Charlie Cosner wrote in his report. Bogle was convicted in Virginia for sexual offenses to a minor, according to the report.

• Tavish Alan Delro, 32, Greenback, was charged with failure to appear-criminal court and released on $500 bond.

• Estes Kefauver Bowers, 60, Madisonville, was charged with simple possession/casual exchange and held without bond.
 
• Thomas Joshua Bowers, 27, Sweetwater, was charged with simple possession/casual exchange and possession of drug paraphernalia and held without bond.
 
• Rigobert Casillas-Hernandez, 21, Lenoir City, was charged with driving on a revoked/suspended license and released on $1,000 bond.
 
• Ronald Spencer Cline, 68, Madisonville, was charged with simple possession/casual exchange and held without bond.
 
• Derick Joe Littleton, 37, Lenoir City, was charged with failure to appear, simple possession/casual exchange and possession of drug paraphernalia and held without bond.
 
• Michael Eugene Pack, 37, Loudon, was charged with two counts of manufacture, sell, delivery and resale of a Schedule II substance, evading arrest, two counts of failure to appear, resisting arrest, leaving the scene of an accident with property damage, vandalism, domestic assault-felony and reckless endangerment and held on $10,000 bond, while Melinda Sue Majors, 52, Sweetwater, was charged with driving on a revoked/suspended license and held on $2,000 bond. Observing Pack at a gas station on U.S. Highway 321, LCSO Deputy Charles Huskin, with knowledge of “several” outstanding warrants, tried to detain Pack. “... Mr. Pack did flee from this officer on foot, running out of his shoes across (a local restaurant’s) parking lot onto Adesa Parkway where he did fall into some bushes and was taken into custody by this officer,” Huskin wrote in his report, adding Pack was holding a “large amount of cash” in one hand and a small bag with methamphetamine. Deputy Brad Rayfield arrived on scene to take Pack to jail, at which point he said he needed to talk to his mother because she was his ride.
