Drug charges for 5 at Rite Aide

Two suspicious vehicles led officers of the 9th Judicial District Drug Task Force to make four arrests outside of Rite Aide in Loudon, a police report stated.

After observing numerous individuals enter and exit the pharmacy, and pass small bags back and forth, agents approached the vehicles that had moved to different parking spaces, the report stated.

Agents reported they approached a 1993 Nissan Quest and a 2004 Buick LeSabre and found a backseat passenger in the Nissan, Jeffrey Millsaps, 24 of 172 George Thomas Road, Vonore, for allegedly attempting to inject himself with a syringe while a front seat passenger began furtive gestures in the floor area, according to the report.

All occupants were removed from the vehicles and numerous items were found in the Nissan in plain site, including: two syringes, a rope, a propane torch and numerous boxes of pseudoephedrine, the report stated.

Millsaps was also found in possession of one blue pill tentatively identified as oxycodone and was observed by an agent purchasing pseudoephedrine from the store, according to the report. It was determined he had purchased it with the understanding that it was being used to make
methamphetamine, the report stated.

Millsaps was charged with possession of Schedule II controlled substance, promotion of methamphetamine manufacture and possession of drug paraphernalia.

Lovonda Cooper, 21, of 523 Brakebill Rd., Vonore, was in the backseat of the Nissan with Millsaps and was found to have in her possession numerous prescription pills, all tentatively identified as non-schedule legend drugs, the report stated.

She was also found with a cut piece of straw with a white residue on the inside, it stated.

Cooper was also observed purchasing a pseudoephedrine based product from the store and it was determined she purchased the product with the knowledge it was going to be used to make methamphetamine, according to the report. She was charged with possession of legend drugs, promoting the manufacturing of methamphetamine and possession of drug paraphernalia.

Chastity Bowers, 20, of 126 Campground Rd., Madisonville, was the front seat passenger in the Nissan, according to the report. She was found to have in her possession multiple small plastic bags containing a white powder like substance that tested positive for the presence of methamphetamine, the report stated. Bowers was also in possession of one hypodermic needs, two Alprazolam (Schedule IV), one Amphetamine pill (Schedule II) and a  metal container containing a green leafy substance believed to be marijuana, according to the report. She also purchased pseudoephedrine based products in the past with the intention on using them or had used them to make methamphetamine, the report stated.

The driver of the Nissan, 32-year-old, Michael Scott Stewart of 799 Easter Dr., Madisonville, was found to be in possession of two pinkish colored capsules that he advised were morphine pills, the report stated. Stewart said he did not have a prescription for the medication and that he had purchased a 20 ounce bottle of an orange drink and a can of Drano, items often used in conjunction with pseudoephedrine to manufacture methamphetamine, the report stated.  He was also found to have purchased more pseudoephedrine than Tennessee law allows during the last 90 days and found to be in possession of a false identification with his photograph and a different name, the report stated.

Stewart was charged with possession of Schedule II controlled substance, promotion of methamphetamine manufacture and criminal simulation.

David Colvin, 40, of 523 Brakebill Rd., Vonore, was observed purchasing a pseudoephedrine based product, leaving the store and meeting with the occupants in the Nissan and turning the product over to the occupants of the vehicle, according to the report.

Colvin arrived in a separate vehicle and  it was determined he purchased the product with the knowledge it was going to be used to make methamphetamine, the report stated. He was charged with the promotion of methamphetamine manufacture.
