Driver runs into fence at park

A Lenoir City man faces numerous charges stemming from an incident in which he drove into a fence at Legion Park in Loudon while reportedly under the influence of narcotics.

During a routine patrol, Loudon Police Officer Jonathan Yates found a blue Chevrolet Colorado that had run off an embankment into a fence at the park on Grove Street, according to the arrest report. After Yates turned on his lights, the driver, Joseph Andrew Heape, 22, Loudon, backed out of the fence and drove onto the grass toward the walking trail, Yates wrote in the report.
 

"I followed by roadway and the driver drove the walking track out to Ferry St. for approximately a quarter mile between the baseball field fence and the river," Yates wrote. "I cut him off there and stopped the truck."
 
Heape, who displayed signs of intoxication, told police that he did not see that Yates was trying to stop him, according to the report.
"He knew he had wrecked and was attempting to leave without reporting the crash," Yates wrote.
 
While searching Heape's person, police found a metal pill bottle containing one klonopin and a "hollowed out ink pen commonly used for the ingestion of drugs by snorting," according to Yates.
 
Heape told police he had taken hydrocodone. The man performed poorly on field sobriety tests.
 
A search of Heape's truck revealed a bottle of hydrocodone syrup prescribed to another person, along with a Lunesta sleeping pill.
 
Heape was charged with simple possession/casual exchange, leaving the scene of an accident-property damage and driving under the influence and held without bond.
 
Man nabbed for drugs, paraphernalia
 
A Clinton man faces multiple charges after getting pulled over for crossing the center line along Highway 444.
 
Stopping a white Ford F-150, Loudon County Sheriff’s Office Deputy Kenny Palmer spoke with the driver, Chad Aaron Miller, 27, Clinton, who displayed signs of intoxication, according to the arrest report.
 
“I asked Mr. Miller for his license, registration and insurance,” Palmer wrote. “I observed Mr. Miller was fumbling his paperwork while trying to locate his information. Mr. Miller also tried to hand me his license through the glass.”
 
Miller told police he had not had anything to drink or taken any prescription medicine and did not have any illegal items in the truck, according to the report.
“Mr. Miller then stated there was a Xanax, a pipe and some marijuana in the vehicle,” Palmer wrote. Miller later said he took a Xanax and had two beers, according to the report.
 
Miller was charged with driving under the influence, two counts of simple possession/casual exchange, possession of drug paraphernalia, violation of implied consent and contributing to the delinquency of a minor and released on $10,000 bond.
 
June 20
 
• Carl Shannon Atchley, 50, Lenoir City, was charged with theft under $500 and released on a $1,000 bond.
 
• Desirai Dezire Beard, 27, New York City, was charged with driving on a suspended license and released on a $2,000 bond.
 
• Jaclyn Brooke Belcher, 22, Maryville, was charged with driving without a valid license and possession of drug paraphernalia and held on a $4,000 bond. Spotting a green Ford Explorer speeding down Highway 411 South, Loudon County Sheriff's Deputy Charles Huskin stopped the vehicle and spoke with the driver, Belcher, who initially told police that she did not have anything illegal and later said she had three used hypodermic needles in her purse, according to the arrest report. Belcher was found to have an outstanding warrant out of Blount County.
 
• Nathan Russell Cooper, 18, Madisonville, was charged with underage consumption and public intoxication and released on a $2,000 bond.
 
• Dustin Ray Shirk, 29, Kingston, was charged with failure to appear-municipal court and held without bond.
 
• Jairo Tomas Velasquez, 34, Lenoir City, was charged with aggravated domestic assault and held on a $20,000 bond. Responding to a call of an assault in the 3400 block of Hackney Chapel Road, police spoke with Carrie Velasquez, who was bleeding from a cut on her ear and had red marks and scratches on her neck, according to the arrest report. The woman said her husband, Jairo Velazquez, threw a can of beer at her, which hit her in the head, and he began strangling her with one hand while holding a machete to her throat with the other hand, according to police. Jairo fled the scene before police arrived and was later detained, according to the report.
 
• Carrie Marie Velasquez, 30, Lenoir City, was charged with making false reports/statements and released on a $10,000 bond. When police went to pick up Jairo Velasquez, Carrie Velasquez told police her husband was in Florida at the time, according to the arrest report. Police found Jairo during a search of the residence.
 
• April Michelle Wakeman, 35, Cleveland, Tenn., was charged with failure to appear and released without bond.
 
June 21
 
• Mindy Marie Davidson, 23, Oliver Springs, was charged with failure to appear-municipal court and released on a $2,000 bond.
 
• Christopher Anthony Jill, 57, Knoxville, was charged with theft out of Knox County and released without bond.
 
• Jason Daniel McIntosh, 28, Loudon, was charged with contempt of court and driving on a revoked/suspended license and released on a $1,150 bond.
 
• Adam Skyler Tilley, 25, Philadelphia, was charged with criminal responsibility and held on a $25,000 bond.
 
June 22
 
• Heather Lynn Barr, 35, Philadelphia, was charged with theft between $1,000-$10,000 and held on a $20,000 bond. On June 2, a man reported that an individual had broken into his home in the 100 block of Knox Street and took three shotguns, three long rifles and a fire safe valued at $1,050, according to the arrest report. The man told police that Barr had taken the items, according to the report. Barr, along with Robert Lanter, was located sleeping on a couch in the 800 block of Vale Street. The weapons were located in a bedroom, and the safe was found beside the couch, according to police. Lanter told police that although he did not go into the residence at Knox Street, he helped load and unload the items, place them in the Vale Street residence and drill out the safe, according to police.
 
• Robert Eugene Lanter, 31, Philadelphia, was charged with theft of property and held without bond.
 
• Kailee Nicole Cusick, 21, Loudon, was charged with driving under the influence and released on a $1,000 bond.
 
• Mary J. Holt, 36, Loudon, was charged with criminal trespass and released on a $1,000 bond.
 
• James Richard Orr, 23, Philadelphia, was charged with public intoxication and released on a $390 bond.
 
• Jeanette Marie Smith, 34, Lenoir City, was charged with driving on a revoked/suspended license and released without bond.
 
June 23
 
• Jesse Howard Baker, 37, Lenoir City, was charged with driving on a revoked/suspended license-fifth offense and held without bond.
 
• Alan Dewayne Belcher, 48, Loudon, was charged with disorderly conduct, resisting arrest and assault and held without bond. While on routine patrol, Loudon Police Officer Jonathan Yates was flagged down by a woman in the 900 block of Rosedale Avenue. The woman said she and her sister were concerned about Belcher, according to the arrest report. They "were afraid to check on him alone. They insisted I check on him," Yates wrote in the report. Police found Belcher passed out on the floor in an "awkward position and I awoke him to check on his condition," Yates wrote, noting the man was "extremely agitated and talking excitedly." Belcher told police that he had used methamphetamine and showed signs of impairment and abuse, according to the report. "We made several attempts to calm Mr. Belcher down and to get him in the car with the complainants to take him to the hospital," Yates wrote. "He would not comply and was making comments that did not make sense." When he got outside, Belcher began cursing and threatening police and his family, and the man reached into an open window of a car in an "aggressive and violent manner," scaring the occupants, Yates wrote. "Verbal commands were ignored the entire encounter and I attempted to take Belcher into custody," according to Yates. "He pulled away and tried to fight me. Mr. Belcher attempted to push me and I took him to the ground where a struggle ensued. I eventually got him handcuffed. During the scuffle, I sustained minor cuts, bruising and abrasions to my hands and legs."
 
• Brianna Jaynice Chisolm, 20, Maryville, was charged with failure to appear and held without bond.
 
• Randall Geddy Fuller, 31, Friendsville, was charged with driving under the influence and released on a $1,000 bond.
 
• Terry Dewayne Griffin, 36, Sweetwater, was charged with forgery and theft of property and held without bond. During a routine traffic stop, a passenger in the car, Griffin, was found to have an active warrant out of Knox County, and he had checks belonging to different people and another check belonging to a construction company, according to the arrest report. Griffin did not know the owners of the checks and did not have consent to use the items, according to police. One of the checks was written out to Griffin in the amount of $464.86.
 
• Chelsea Dawn Presley, 18, Vonore, was charged with theft of property and released on a $2,000 bond. On June 23, Presley was seen taking numerous items, including socks, pants, shoes and other products from a retail store in Lenoir City, according to the arrest report. Presley left the store through the grocery store entrance without paying for the merchandise, according to police. Cost of the items totaled $101.94, according to loss prevention personnel.
 
• Crystal Dawn Presley, 39, Vonore, was charged with theft of property and released on a $2,000 bond.
 
• Vincent Michael Varner, 28, Lenoir City, was charged with driving on a revoked/suspended license and released on a $1,000 bond.
 
• Gary Dewayne Walker, 45, Philadelphia, was charged with failure to appear-second offense and held without bond.
 
June 24
 
• Brad J. Harris, 31, Philadelphia, was charged with driving under the influence and held on a $2,000 bond.
 
• Dakota Dylan Lawrence, 22, Lenoir City, was charged with possession of drug paraphernalia and held without bond.
 
• John Robert Lee, 22, Lenoir City, was charged with manufacture/sell/delivery/resale of a Schedule II substance and violation of community corrections and held without bond. While on routine patrol along Highway 321, Lenoir City Police Office Jeremy Dishner spotted two people standing near the corner of a building, according to the arrest report. "It appeared that the subjects were involved in an altercation of some type, as one female was crying and a male appeared to be yelling at the group," Dishner wrote in the report. During an investigation, a K-9 unit gave a positive alert on a vehicle at the scene, according to the report. Police located a bag in the glove compartment containing about 24 grams of a crystal substance that field tested positive for methamphetamine, Dishner wrote. Lee told police that he put the bag in the glove compartment before speaking to police, according to the report.
• Lindsey Faith Marks, 30, Maryville, was charged with violation of probation and released without bond.
 
• Danielle Rhea McDaniel, 20, Knoxville, was charged with possession of drug paraphernalia and held without bond. During a traffic stop, a passenger in the car, McDaniel, was found to have a glass pipe with white residue under her seat that was used to smoke methamphetamine, according to the arrest report.
 
• Tyler Ray Menke, 23, Clinton, was charged with driving on a suspended license and held without bond.
 
• Joseph Turchin, 47, Sweetwater, was charged with criminal trespass and theft of property and released on a $3,000 bond.
 
• Kevin Lee Davis, 30, Maryville, was charged with driving under the influence and released without bond.
 
• Bobbi Jo Gilbert, 27, Lewisville, Texas, was charged with possession of drug paraphernalia and held without bond.
 
• Norman David Gilreath, 56, Lenoir City, was charged with driving under the influence and held without bond.
 
• Roy Lynn Harness, 52, Lenoir City, was charged with failure to appear and released without bond.
 
• Samuel R. Lane, 19, Kingston, was charged with failure to appear and released on $7,000 bond.
