Couple faces drug charges after traffic stop
 
Two Lenoir City residents were arrested for drug-related charges after being pulled over for a traffic violation.
 
Conducting a stop on Old Highway 95, Loudon County Sheriff’s Office Deputy Kevin Dailey noticed the occupants in the vehicle made “furtive movements” and Dailey detained driver Haley Alysse Wiggins and passenger Frederick David Hall.
 
Dailey was given consent to search the vehicle and found several small bags of marijuana, a glass pipe, several hypodermic needles, a hand-rolled marijuana cigarette, numerous live rounds of ammunition and a .22-caliber long rifle.
 
“Ms. Wiggins produced a bag containing numerous pills to include one clonazepam and two Gabapentin and Phentermine,” Dailey wrote in the report. “Frederick Hall also produced a bag that he was hiding in his rectum. The bag contained 2.7 grams of methamphetamine.”
 
Law enforcement also found numerous plastic baggies and two digital scales. A search of Hall at the jail found an additional bag of meth in his rectum of 3 grams. During transport, Wiggins was believed to be ingesting narcotics. She later admitted to eating a $20 bag of meth so she would not be charged for it.
 
Wiggins, 33, was charged with two counts of simple possession/casual exchange, tampering/fabricating with evidence and possession of drug paraphernalia and held on $32,000 bond.
 
Hall, 45, was charged with manufacture, delivery, sale or possession of a controlled substance, possession of drug paraphernalia, simple possession/casual exchange and contraband in a penal institution and held on $46,000 bond.

Jan. 29

• Ivan Jimenez Gonzalez, 21, Knoxville, was charged with driving without a valid license and released on $2,000 bond.
 
• Cody Douglas Gray, 23, Lenoir City, was charged with financial responsibility law and driving on a revoked/suspended license and released on $2,000 bond.
 
• Deborah Jean Mills, 52, Lenoir City, was charged with assisting other agency and released without bond.
 
• Joshua Eugene Roberts, 30, Maryville, was charged with two counts of theft of property and aggravated criminal trespass and held on $24,000 bond.
 
• Virgil Allen Russell, 55, Loudon, was charged with four counts of criminal court capias and released on $9,000 bond.
 
• Adam Lee Sherwood, 37, Greenback, was charged with failure to appear-general sessions and held on $2,000 bond.
 
• Ryan Edward Smith, 35, Knoxville, was charged with violation of community corrections and released on $5,000 bond.

Jan. 30

• Viktor Nikkoli Allen, Loudon, 28, was charged with three counts of aggravated statutory rape and held on $105,000 bond. On or about Jan. 1, 2017, Allen allegedly had sex with a girl who was 15 years old at the time. The charge was supported by what Allen told witnesses about his ongoing sexual relationship with the girl, according to the report. LCSO Deputy Chance Fray received information about Allen’s three felony warrants and went Jan. 30, 2018, to make an arrest with Loudon Police Department. “Upon my arrival, myself and Loudon Police Officer John Yates began knocking on the door,” Gray wrote in the report, noting Allen answered the door and attempted to shut it afterward. “I then grabbed Mr. Allen by the arm to prevent him from getting back into the house.”
 
• Zachariah Anderson, 38, Knoxville, was charged with evading arrest, resisting arrest, driving on a revoked/suspended license, manufacture, delivery, sale or possession of a Schedule II substance and possession of drug paraphernalia and held on $39,500 bond.
 
• Kyle James Beach, 34, Loudon, was charged with assisting other agency and released without bond.
 
• Christopher Phillip Briggs, 38, Maryville, was charged with violation of probation and released on $2,000 bond.
 
• Daniel Wayne Capps, 32, Philadelphia, was charged with assisting other agency and released without bond.
 
• Kelly Marie Gonzalez, 32, Sweetwater, was charged with failure to appear-general sessions and held without bond.
 
• Jeffrey Alvin Graves, 52, Lenoir City, was charged with failure to appear-general sessions and held on $6,000 bond.
 
• Adam Shawn Holland, 28, Friendsville, was charged with violation of probation and held on $1,000 bond.
 
• Clayton Gene Jarrard, 37, Loudon, was charged with criminal trespassing and held on $1,500 bond.
 
• Tara Nicole Keller, 30, Maryville, was charged with failure to appear and held on $2,000 bond.
 
• Tylyn R. Pass, 40, Oak Ridge, was charged with driving on a revoked/suspended license and released on $2,000 bond.
 
• Robert Eugene Perkins, 50, Loudon, was charged with a Knox County warrant and released without bond.
 
• Harold Gene Raby, 43, Sweetwater, was charged with a Blount County warrant and released without bond.
 
• Christy Ann Whisenhunt, 36, Philadelphia, was charged with driving on a revoked/suspended license, two counts of simple possession/casual exchange, manufacture, sell, delivery or resale of a Schedule II substance and contraband in a penal institution and held on $59,500 bond.

Feb. 4

• Dylan Robert Graves, 24, Lenoir City, was charged with domestic assault-misdemeanor, violation of probation and failure to appear and held on $8,000 bond. Dispatched to West Lane in Lenoir City for a possible domestic dispute, LCSO Deputy Mark Tinnel spoke with a woman who had visible marks on her arms and chest as well as a cut on her forehead. “She stated that ... Dylan Graves had come into the shower with her,” Tinnel wrote in the report. “She stated that he got upset because the water was cold and started calling her names. When she asked him to stop, he threw a bag of candy at her, hitting her in the chest and breaking the bag of candy. She stated that he then got her belt and started hitting her.” Graves, who had a cut on his hand and a bump on his forehead, admitted to throwing a bottle of water down the hall and throwing a bag of candy, according to the report.
 
• Walter Lawrence Stachowicz, 36, Loudon, was charged with violation of probation and held without bond.
 
• Jesse Ryan Wright, 37, Loudon, was charged with driving under the influence and released on $4,000 bond.

Feb. 5
