Amendment #1 is about having to pay union dues. Tennessee is a right to work state, meaning, no employee can be forced to pay union dues to get or keep a job. The state law has been in place for a long time, since 1947. The idea is to make the right to work a part of the constitution. This would make it much harder to ever change than just being a law.
